GF-TADs ON AVIAN INFLUENZA EXTRAORDINARY MEETING

Introduction

The first Extraordinary Meeting of the Executive Committee of GF-TADs on Avian Influenza (AI) was held in Buenos Aires, Argentina in 9-10 February 2006.

The following members participated in this meeting:
Dr. Luis Alberto Espinoza, Director Animal Health of the International-Regional Organism on Livestock Health (OIRSA), Dr. Miguel Genovese, Director of Pan American Center of Foot-and-Mouse Disease/Pan American Health Organization (PANAFTOSA/PAHO), Dr. Hernán Rojas Olavarría, General Secretary of the OIE Regional Commission of the Americas, Dr. Igor Romero Sosa, representing Dr. José Ángel del Valle Molina, Vice-President of the OIE Regional Commission of the Americas, Dr. Eric Bolaños, Director Animal Health of the Inter-American Institute for Cooperation on Agriculture (IICA), Dr. Robert Best from CARICOM, Dr. Recaredo Ugarte, Executive Secretary of the Permanent Veterinary Committee (CVP), Ing Michael Carrol, Regional Official of the World Bank (WB) and Rolando Jiron from, Director of Project of the Inter-American Development Bank (IADB), Dr. Luis O. Barcos, OIE Regional Representative for the Americas, as Secretary of the meeting, with the collaboration of Dr. Moisés Vargas-Terán, Animal Health Official of the Regional Office of FAO for Latin America and Caribbean. Additionally attended the meeting 64 representatives of both the public and private sectors from 25 countries (Argentina, Barbados, Brazil, Bolivia, Cayman Islands, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Grenada, Guatemala, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, St. Vincent & Granadines, Trinidad & Tobago, Turks and Caicos Islands , Uruguay, United states of America, Venezuela). List of participants is listed in Annex 1.

The Agenda of the meeting was developed as to reach setting up of Strategic Outlines for AI Prevention in the American Continent, analyze, assess and discuss International Organisms role within the GF-TADs of AI, and to acknowledge on WB and IADB developed actions on this issue.

Dr. Sebastian Health from the United States Department of Agriculture (USDA) made a presentation on Incident Command System for Sanitary Emergency.

Deelopment of Agenda

Strategic Outlines for AI Prevention in the American Countries.

The concurrence unanimously approved the document on Strategic Outlines for AI Prevention in the American Countries set up by the CVP and CISA and based on OIE Standards and FAO technical documents on AI, adapted to the region needs.

The American countries actions carried out within the GF-TADs framework will base on this document.

American countries resources needs to overcome Avian Influenza prevention

Thirty countries of thirty four inquired, answered a questionnaire on financial resource needs to prevent and control AI.

The questionnaire results allowed a global estimation of financial resources needed to carry out actions preventing and controlling AI.

In the future the countries will be inquired on further additional and precise information, completing different actions foreseen in the Strategic Outlines. Questionnaire results are .

Regional and International Organisms role

Each International Organisms summarized actions developed concerning AI. It was noted their great disposition to coordinate future actions within the framework of the defined Strategic Outlines. In this respect, Dr. Moises Vargas Terán from FAO informed on FAO's regional and worldwide activities (Manual recognizing AI, FAO-CEPAL study on economic impact). He specially mentioned the many technical assistance inquired by the American countries, on Technical Cooperation Projects (TCP) concerning AI prevention.

These projects have a pre-agreement FAO-WB for four possible TCP, one for each sub-region (South-America, Central America, Caribbean and Andean Region) aiming to take ahead the Strategic Outlines actions and sub-regional specific projects. FAO's documents which are in advanced stage of elaboration will be circulated to the GF-TADs Executive Committee for further specific coordinated actions.

In addition, Dr. Miguel Genovese from PANAFTOSA/PAHO informed that his organization have OMS directives to work in the preparation of regional pre-pandemic plans and to act coordinately within the GF-TADs framework.

Dr. Eric Bolaños from IICA, informed that his organization has been adjusting the Performance, Vision and Strategy (PVS) tool, applied in more than 10 countries of the region and helping in the evaluation of the Veterinary Services according to OIE Standards. He also disposed IICA's structure which is present in all countries of the region aiming to support development of actions stated in the Strategic to a Regional and National level.

Dr. Luis Alberto Espinoza from OIRSA, addressed on the developed actions in Central American countries and coordinated actions to be developed jointly with Regional and International Organisms within the framework of GF-TADs.

Dr. Robert Best de CARICOM, spoke about Caribbean countries basic needs and requested urgent assistance by regional specialist.

Dr. Luis Barcos, OIE Regional Representative for the Americas de la OIE, mentioned different actions to be carried out such as Veterinary Services Assessment, Improving Veterinary Services capacities, Veterinary Services training, Animal Health Information, International Standards up-dating , among others. He also emphasized the importance to coordinate actions with all Regional and International, Organisms, donors, countries helping other countries, other public and private sectors, avoiding overlapping works and unnecessary efforts, and taking advantage of available resources.

In summary, each Regional and International Organisms, taking into account the Strategic Outlines for AI Prevention in the American Countries . will inform to GF-TADs Secretariat, within a term of no more than 30 days, on their actions capacity building, particularly related to:

  a. Diagnostic
b. Surveillance and Prevention
c. Communication
d. Disease emergency simulation exercises - technical assistance
e. National emergency Plans - technical assistance
f. Veterinary Services Assessment
g. Estimated additional resources up date - technical assistance for preparation of resources sheets
h. Draw up of documents - require donors assistance

World Bank report

Ing. Michael Carrol, from WB, commented about Beijing Conference results, enlightening the following aspects:
· The American region has not been considered of less priority for assignation of financial resources.
· The World Bank has opened a line of emerging credits of about 500 millions of United States of America dollars, to be granted to countries requesting them. Credits requests procedures will not take longer because these credits are considered extensions of credits already approved, with the purpose to avoid new credits requests causing longer delays.
· FAO pre-agreement to hold four projects, one in each sub-region (South America, central America, Andean and Caribbean region) within GF-Tads framework, helping to find out specific projects needs and regional actions development aiming veterinary services reinforcement to fight against AI and other transboundary priority diseases.
